The index answers which seat, party or person. This tier answers what it is about. An issue is a standing question — subsidy, royalty, allocation. A story is a named affair inside one or more of them, with a window: the RCI on Tabung Haji, the BN–PN talks. Both are matched only when the headline and the body agree, and 86% of articles resolve to none — an article about a person or a contest is not about a policy.
